Role Overview:

We are seeking an experienced and detail-oriented Lead Billing Engineer to oversee client and subcontractor billing, estimation, and BOQ preparation for ongoing infrastructure projects in Assam. This is a site-based role requiring excellent coordination, costing, documentation, and billing accuracy.

Key Responsibilities :

Billing & Documentation :

- Prepare and verify client bills, subcontractor bills, and progressive payment certificates as per contract terms.

- Ensure proper tracking of work progress, measurement sheets, and site records for timely billing.

- Validate quantities executed at the site with RA Bills and MBs (Measurement Books).

Estimation & BOQ Preparation :

- Prepare and review Bill of Quantities (BOQ) based on drawings, specifications, and tender documents.

- Assist in rate analysis, material take-offs, and project cost estimations.

- Provide cost inputs during budgeting, planning, and procurement stages.

MIS & Reporting :

- Maintain updated billing trackers, reconciliation reports, and cost vs. budget reports.

- Prepare monthly billing forecasts, monitor receivables, and escalate discrepancies.

Coordination & Stakeholder Management :

- Coordinate with project managers, site engineers, procurement, and finance teams for smooth billing workflows.

- Interface with clients, consultants, and auditors for billing clarifications and compliance.

- Attend billing review meetings and support internal and external audits.

Contractual Compliance :

- Ensure adherence to contractual clauses, timelines, payment terms, and statutory deductions.

- Validate and manage variation orders, change requests, and extra item approvals with documentation.

Desired Skills & Competencies :

- Hands-on experience in project billing, estimation, and BOQ preparation.

- Strong command over MS Excel, AutoCAD, ERP systems (SAP/Oracle), and MS Project/Primavera.

- Solid understanding of civil engineering drawings, tender documents, and contract conditions.

- Attention to detail with strong numerical and documentation accuracy.

- Good communication and stakeholder coordination skills.

Educational Qualification :

- B.E./B.Tech in Civil Engineering (mandatory)

- Postgraduate diploma in Contracts, QS, or Project Management is a plus
