Our client is a publicly listed, multiproduct Indian conglomerate with an annual turnover of over 4200cr with a multi-product portfolio spanning industrial chemicals, bulk and specialty fertilisers, farming diagnostics and solutions, technical ammonium nitrate, mining services and consulting and value added real estate. They currently have 4 manufacturing facilities and are establishing 4 other green field projects across India eyeing 2x turnover globally. They are looking for a HSE Head based out of Mumbai to manage the HSE function for the new and upcoming projects pan India.

Reporting into the President-Projects, you will be responsible for :

- Developing HSE manual and standards for the client Project Sector covering engg./manufacture/all site work/pre-commissioning/commissioning PAN India.

- Maintaining an oversight on EPCM/PMC/EPC construction contractors and the client's site personnel to follow systems and standards.

- Developing systems for reporting and handling accidents, near-miss incidents and any unsafe acts related to Project Sector sphere of operations, Implementing tool-talk modules and promoting behaviour based safety culture.

- Developing disaster management procedures and carrying out training as well as mock trials.

- Assisting in design and development of HSE training modules with reference to national and international standards, OISD, OSHA, good engineering practices and client s specific requirements if any.

- Preparing industry-specific HSE audit typical checklist with reference to applicable standards and statutes, preparing checklist for the third party inspection items, preparing of training course material and delivering training sessions.

- Carrying out Risk assessment and Hazop Studies, preparing draft and final report, preparing inspection checklist with respect to lifting equipment and preparing and submitting of inspection reports.

- Reviewing client's HSE Manuals and other construction activity procedures, reviewing implementation of principles of accident prevention at site and then creating project safety plans and general coordination plans.

- Carrying out job safety analysis (JSA), visiting the site periodically and carrying out safety inspections and providing guidance to evolve and maintain safe management system.

- Evaluating the plant personnel awareness on emergency procedures, observing mock drills to evaluate effectiveness of emergency response plan and then identifying areas of improvement.

- Ideally you are an Engineer (Mechanical/Industrial Engineering / Civil / Electrical / Chemical / Fire Safety Engineering) with 15+ years of experience in managing HSE on large-scale, Oil/Gas and Petrochemical Plants, Power Generation or Environmental Plant with a strong hold on OHSAS 18001:2007, ISO 14001:2004 and should have experience in working with both Indian and International HSE systems.

- You should have thorough understanding of technical HSE (P&ID, HAZOP, SIL, HSE MOC process etc). You should have excellent elegislative knowledge and the ability to implement and manage HSE legislation. You should possess good communication skills, interpersonal skills and leadership skills.
