About IRRI :

- The International Rice Research Institute (IRRI) is the world's premier research organization dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations.

Job Purpose :

- India has the world's largest area under rice cultivation and is one of the largest producers of rice, accounting for 20% of global rice production. IRRI and India have been successfully collaborating for more than five decades. Formal collaboration between India and IRRI dates back to 1967 and was formalized under the ICAR-IRRI Memorandum of Agreement for cooperation in research and training.


- The Government of India recently approved the establishment of an IRRI South Asia Regional Center (ISARC) at Varanasi in the State of Uttar Pradesh. It represents an exciting new opportunity to develop an even stronger partnership with India and other SAARC Member States. ISARC will include a Center of Excellence on Rice Value Addition (CERVA) at the National Seed Research and Training Center (NSRTC), Varanasi.


- A node of the IRRI Education will be established to provide training to strengthen the capacity of rice-growing countries in both South Asia and Africa, enhancing south-south collaboration. It will also have the capacity to conduct courses in other areas of relevance to the rice sector.

- Under the general supervision of the Head of CERVA, this position will be responsible for the general maintenance requirements of ISARC building and its facilities in order to ensure un-interrupted business continuity thru proper and efficient operation of all its physical aspects, creating and sustaining a safe and productive environment for IRRI employees and visitors.

Roles and Responsibilities :

Purpose :

- Maintain existing and new IRRI-ISARC Facilities and physical infrastructure.

- Support in IRRI facilities and physical infrastructural operations.

- Ensure reliable water and electricity supply; efficient functioning of air-conditioning and other utility services.

- Ensure effective, reliable janitorial services.

- Ensure environmental friendly development, maintenance and operations.

- Reduce, mitigate Occupational Health, Safety and Environment (OHSE) risks

- Reduce, mitigate environmental impacts of development, maintenance and operation.

- Develop, introduce, review and maintain IRRI operations per IRRI ISARC Standards.

- Ensure healthy and safe work environment and practices consistent with international standards satisfying the needs of ISARC Clients.

- Ensure adherence to standard operating procedures by staff, clients and other stakeholders within ISARC building.

- Assist in management and execution of daily work assignments, monitor performance and implement preventive and corrective measures that optimizes the performance and minimize downtime of facilities, operations and equipment.

- Assess facility performance and advise the immediate supervisor, researcher and management on necessary upgrades and possible replacements and technologies appropriate for efficient functioning of ISARC.

- Assist to identify, oversee and monitor third-party service providers or contractor/s in delivery of efficient, timely, and high quality of services.

- Assist in training and coaching of staff identified for facilities management and share feedback on their performance to ensure that the quality control systems are adhered to and SOPs are met.

- Maintain necessary record and data for purposes of safety and security of the building and staff posted at building.

- Actively seek constructive feedback for constant improvement of services and maintenance of the office building.

Engagement :

- Work closely with internal (IRRI service units) and external stakeholders (suppliers, contracts, vendors) to ensure that the facilities are maintained, upgraded and replaced as may be necessary to maintain its status as an advanced research facility and efficiently support the research program of IRRI and achieve maximum value at minimum price.

- Coordinate and manage expectations of internal and external stakeholders and maintain positive and effective relationship ensuring their needs are understood and met.

- Align with supervisor for efficient and timely execution of work assignments.

- Work closely with the Director of Operations team at IRRI HQ, Los Banos, Philippines

Delivery :

- Perform proper safety operation procedures, housekeeping practices and maintenance of facilities during and after work periods regarding quality, reliability, safety and efficiency standards.

- Identify functionality problems with facilities, utilities and make recommendations and suggest effective solutions.

- Coordinate and maintain records for effective management of the facility.

- Assist in providing solutions in coordination with the research teams, service providers and other relevant stakeholders.

- Make recommendations on annual SOP reviews to ensure high quality of service delivery.

- Conduct educational tours for visiting stakeholders who wants/needs to know and see the facilities for research purposes.

- Maintain log book of users of facilities and any other data recording as may be desired for purposes of safety and security of IRRI property and assets.

- Assist in conducting reviews from time to time of facilities and service providers and share with the management.

Qualifications :

Bachelors in Mechanical Engineering or related field with minimum 3 years of relevant work experience and/or Civil Engineering with 3 years relevant work experience in electrical or air-conditioning.

Skills Required :

Mandatory :

- High technical competence

- Proficiency in MS Office

- Must know how to drive 4-wheel vehicle with a professional driving license.

- Stakeholder management

- Excellent communication and customer service skills

- Good analytical skills

- Experience in taking ownership & accountability

Preferred :

- Occupational health & safety training.

- Hand-on experience on electrical or air-conditioning work or

- Experience in taking owness and accountability

Allowances :

- House Rent Allowance - IRRI provides a house rent allowance of 40% of base pay per month.

- Transport Allowance - A monthly transport allowances are provided to NRS as follows:

Job level 4 : INR 4,000

- Dearness Allowance - One hundred and thirteen percent (113 %) of employee's base pay

- Leave Travel Allowance - One month base pay per annum1 on availing minimum 2 days of annual/vacation leave (LTA)

Education Allowance - INR 1,000/- per child per month (limited to 2 children)
