Job Description:
The Quantity Surveyor / Billing Engineer will be responsible for managing cost estimation, billing processes, quantity take-offs, and cost control for civil and interior works in commercial or infrastructure projects. This role requires a proactive professional with strong technical and analytical capabilities to ensure cost-effective project execution and compliance with contract terms.
Key Roles & Responsibilities:
1. Estimation & BOQ Preparation:
- Prepare and review detailed Bill of Quantities (BOQ) from drawings and technical specifications.
- Conduct material take-offs and quantity estimates.
- Perform rate analysis and generate cost estimates for civil and interior works.
2. Billing & Certification:
- Prepare Running Account (RA) bills, subcontractor bills, and final bills in coordination with the site team.
- Ensure timely verification of quantities on-site and certify all bills.
- Coordinate with clients and vendors to ensure timely processing of invoices and payments.
3. Cost Control & Budget Monitoring:
- Track and control actual project costs against budgeted estimates.
- Prepare cost reports and highlight variances or potential overruns.
- Support management in financial planning and procurement coordination.
4. Tendering & Contract Administration:
- Assist in preparing tender documents, reviewing contractor quotes, and finalizing vendor contracts.
- Manage contractual variations, claims, and scope changes.
- Ensure adherence to contract terms and document all changes properly.
5. Site Coordination & Measurement Verification:
- Regularly visit the site for progress verification and measurement checking.
- Collaborate with engineers, architects, and execution teams to align billing and cost with actual site progress.
- Monitor compliance with design, quality, and scope of work.
6. Reporting & Documentation:
- Maintain organized and up-to-date records of costs, quantities, and project billing.
- Generate MIS reports, cost tracking sheets, and billing logs for internal and client use.
- Ensure audit-compliant documentation for all commercial activities.
Skills Required:
- Strong knowledge of quantity surveying, civil construction, and interior fit-out practices.
- Proficiency in AutoCAD, MS Excel, and project management tools (MS Project / Primavera).
- Ability to read and interpret construction drawings and technical specifications.
- Strong communication, negotiation, and analytical skills.
- Attention to detail and a proactive, deadline-driven approach.
